The Minnesota Tobacco-free Lavender Communities

Request for Proposals- Mini-Grants 2009/2010 1st Round

Background and Introduction:

The Minnesota Tobacco-free Lavender Communities (TLC) is a statewide coalition of grassroots citizens and agencies concerned about the high prevalence of tobacco use in the LGBT communities in Minnesota.

Tobacco-free Lavender Communities envision health and vibrant lesbian, gay, bisexual, transgender, and queer (LGBTQ) communities free of tobacco.

Our mission is to reduce through outreach, education, and advocacy; the harm tobacco causes the lesbian, gay, bisexual, transgender and queer communities.

According to the Center for Disease Control and Prevention and several published studies, the prevalence of smoking among lesbian, gay, bisexual (LGB) communities is significantly higher than the 17% prevalence in the general population in Minnesota:

  • 35% to 50% of gay men smoke
  • 25% to 40% of lesbians smoke
  • 38% to 59% of LGB youth smoke

Unfortunately, less is known about transgender individuals, but since stress is a major factor in tobacco use, it stands to reason that transgender people smoke at a rate as well. Additionally, many LGBTQ individuals who do smoke may have cross addictions or may engage in other risky health behaviors, decreasing overall health and wellness.

In order to reduce these statistics and increase overall health and wellness, TLC has decided to offer mini-grant funds to businesses and organizations that wish to assist in the state-wide effort to reduce the harm caused by tobacco use in the LGBTQ communities throughout MN.

Over the past year, TLC has awarded funds to organizations working on:

  • Raising education and awareness in LGBT Communities of Color
  • LGBTQ young adult media projects
  • Assessing the LGBTQ business community around knowledge-base, attitudes, and beliefs towards employee tobacco use
  • Development of a statewide photo contest focused on images of health
  • Working with trans youth on tobacco issues
  • Convening community health dialogues

* Grants for this quarter will range between $500-$7,500. One-time events will not be considered for over $5,000.*

Grant Categories:

TLC will fund a variety of projects focused on reducing the harm tobacco causes LGBTQ communities. Funds can be used for community education and training, social marketing, arts and community building projects, or conference sponsorship and programing. All projects may support broader health and wellness if tobacco prevention and cessation promotion is clearly integrated.

In this 2009/2010 grant cycle, there are FOUR priority categories, and one additional category in which grants will be awarded. Groups, if eligible, may apply for more than one grant, but each group will only be awarded one grant per year.

Please read this application thoroughly to see if you fit into the eligibility requirements. The following is an overview of the 2009-2010 grant categories:

Category I- Connecting LGBTQ Communities Throughout MN (Priority #1)

This category seeks to fund organizations to work on the development of tobacco control interventions, prevention, and /or collaborations across the state. This funding may be for collaborations or for single agencies, as long as work is being done specifically to connect areas across the state.

Projects may include the development of a coalition, a social marketing campaign, a series of activities or events that would raise awareness and education, art and media projects, connecting college campuses for tobacco control efforts, or other innovative efforts to reduce the harm tobacco use causes LGBTQ communities in Minnesota.

Category II- Connecting LGBTQ Communities in Rural MN (Priority #2)

This category seeks to fund organizations outside the Twin Cites Metro area to work on the development of tobacco control interventions, prevention, and/or collaborations in rural areas of the state. This funding may be for collaborations or for single agencies, as long as work is being done specifically in Greater Minnesota and/or rural areas of the state.

Projects may include the development of a coalition, a rural social marketing campaign, rural bar or business owner outreach and educations, a series of activities or events that would raise awareness and education, are and media projects, a project to increase enrollment in the Call it Quits (www.GLBTCallItQuitsMN.com) cessation hot line from rural areas, or other innovative efforts to reduce the harm tobacco use causes LGBTQ communities in rural Minnesota.

Category III- Ethical Funding & Voluntary Policy Development (Priority #3)

This category seeks to fund organizations or businesses to work on the development of voluntary policies within organizations, networks, businesses, and/or coalitions that:

  • decrease the LGBTQ communities' exposure to secondhand smoke,
  • decrease tobacco industry funding and pro-tobacco influences in LGBTQ organizations and venues,
  • increase business owners' and employers' skills in addressing employee smoking in LGBTQ businesses, organizations, and agencies, or
  • other innovative ways to encourage voluntary change around tobacco policies.

Projects may include educating business owners on how to increase tobacco policies and programming within their organizations; assisting businesses and/or organizations with the development of policies to reduce exposure to secondhand smoke; assisting businesses and/or organizations with the development or polices that reject tobacco industry funding; assisting businesses and/or organizations with the development of incentive programming to address employee tobacco use; or other innovative efforts to reduce the harm tobacco use causes LGBTQ communities.

Category IV- Highlighting Tobacco as a Social Justice Issue (Priority #4)

This category seeks to fund organizations or businesses to work on raising education and awareness around the connection between tobacco use in the LGBTQ community and social justice issues.

Projects may:

  • raise awareness of the tobacco industries targeting of LGBTQ communities
  • raise awareness and educate on the connection between tobacco industry political contributions and LGBTQ social justice issues (Note: no grantee may reference political figures by name, and lobbying will not be granted funding)
  • raise awareness and educate regarding the connection between tobacco use and other high-risk behaviors in LGBTQ  communities(e.g. other drugs of abuse or health consequences to LGBTQ people living with chronic illness such as HIV or cancer)
  • other innovative efforts to highlight tobacco use as a social justice issue.

Category IV- Health, Wellness, and Diversity

This category seeks to fund organizations or businesses for the development of tobacco control projects that specifically address diverse populations within LGBT communities (e.g. transgender individuals, people of color, lesbians living with cancer, HIV+ individuals, youth adults, ect).

Projects may include a specific social marketing campaign, activities that bring together LGBTQ people of color, trans-specific projects, leadership development with a focus on tobacco control, specific art and media projects, and other innovative efforts to reduce the harm tobacco use causes diverse LGBTQ communities in Minnesota.

Eligibility Requirements:

  • All grantees must be a legal entity as demonstrated by a letter form the Secretary of State. If not, they must confirm that they have a fiscal agent. Grantees are not required to be a 503c3 organization.
  • Grantees must focus on LGBTQ communities as the target population, but do not have to be an LGBTQ-specific organization.
  • Not more than 75% of funds can be spent on staff time or volunteer stipends.
  • Grantees must have a written policy that their agency or it's subsidiaries do not currently accept, nor will they at any time during the course of this funding cycle, seek or receive funding or sponsorship from any company (or their subsidiaries) that receives over 50% of net profit through the sales and/or manufacturing of tobacco products.
  • All funded projects must be focused on, or have an integrated component, for tobacco control
  • Only one grant may be funded per agency per year, unless specifically approved by TLC
